His mother is English and his father is Spanish. He hasn't ever played for Spain. He is eligible.

he's got an english passport after playing in england for a certain amount of years you can become eligabal to apply which will be available to him by next year.

meaning if theres a regulation on amount of non EU players in the team and they obtain a passport after the time period of being in the country then they can have more non eu players.

i learnt that from championship manager  

plus almunia hasnt had a cap for spain yet.
