Ok maybe my estimate was a little low so i went to the unite states gov website, went here http://travel.state.gov/passport/services/stats/stats_890.html  looked at the passports issued, now i think im right when i say passports are valid in the U.S for 10 years, so i added up all the numbers for passports issued, took that number as the amount of passports currently in circulation and made it a percentage of the american population and it came out as 35.2% of the population have passports.
