of course, i don't think that a puzzle like that that would have a solution

the prisoner can visit (that's misleading.  he doesn't have a choice, but after he is counted, it doesn't make sense for him to do anything in the room; so, he will visit and touch nothing) until the "counter" counts them.  how would the counter "count" them?

Well, I had two thoughts:
1) As many as you want, since you can go below 0.
2) Just once, because once you've subtracted 5, it will be 20, not 25. Meaning that your next subtraction will be from 20, not 25. :D
