no i think its always been around. there was just a big problem with having 1 more extra club in the CL. i cant remember how they solved it now, they were considering swapping 4th places spot in the prem i think it was arsenal with liverpool.

the year that they won they had a reserved spot but they still finished in the top 4 so England did get an extra spot but if they finished in the 5-17 England would have had an extra spot understand
