All users registered prior to 2009 or users with more than 100 posts are allowed to vote
Registered before 2009 = you can vote
More than 100 posts = you can vote
Registered after 2009 and more than 100 posts = you can vote
Registered before 2009 and less than 100 posts = you can vote
Registered after 2009 and less than 100 posts = you can NOT vote
