Sean, Dan, Palle.

Lots of respect there, knowledge about style, freestyle history, and technicality.

I think you would want someone who is a master in each discipline. Then a person who is allround.

So:
Luki
Skora
Baruzdin
Henderson

In battles i would like to be judged on:
1) technical skill - difficulty of tricks (bonus points for something spectacular too)
2) variety - comfortable with a wide range of tricks
3) style - smoothness and flow of combos and transitions

In battles i do not want to be judged on creativity, personality or sync with music. Those are too much based on individual opinion.
For performance routines maybe creative, personality, music sync can be included.

Judges imo could be experienced guys like palle, nam the man, dan magness, sean, daniel rooseboom etc etc

I would not split that up into upper lower sit and name the best freestylers there. good freestylers are not necessarily knowledged enough to judge others imo.

I would chose :

Leha for raw technicality
Myself for allround
Rooseboom for the whole picture of the performance and old school stuff
